Write a conditional group rule that describes the player you don't want as a one-off, which forces them into a stack.
That flip is the whole trick. The question is about one-offs, but the rule you write is about stacks: any player who matches the condition has to bring a teammate with them.
Open Rules, click Add New Rule, choose the group type, and pick Automatic. Then build the condition:
If at least one primary player is used, at WR or TE, with a stat requirement of projection under 8 points
Then use exactly one secondary player on the same team at QB
Read back, that says: a pass catcher projected under 8 points can't appear unless his QB is in the lineup. He can no longer be a one-off.
The same shape works in any sport. In MLB, if a hitter with home run odds under 10% is used, then use at least one secondary player on the same team, so he has to be part of a stack. Make it at least four and he has to be part of your five-stack.
Save it as a manual rule first and open it to check which players matched. Once the list is right, save it as an auto rule so it recalculates from the latest projections every build.
